Generally binding collective agreements
There are approximately 1.000 different collective agreements in Finland, out of which some 160 are generally binding. The generally binding nature of a collective agreement means that the employers covered by the agreement (i.e. affiliated to the employers' association that concluded the collective agreement) employ at least 50 % of all the employees in the sector. In addition, in order to be considered generally binding, a collective agreement has to be national (i.e. concluded at the sectoral level and intended to be applicable in the whole sector and not only in a single company). In practice, the generally binding nature of a collective agreement means that even non-organised employers (i.e. employers who do not belong to an employers' association) are obliged to apply it. One example of a generally binding agreement is the Collective Agreement for the Private Social Services Sector. If an employer is non-organised and the sector is not covered by a generally binding collective agreement, the employer is nevertheless bound by laws and the employment contract concluded between the employer and the employee.
All collective agreements confirmed as generally binding can be found in the FINLEX Data Bank: http://www.finlex.fi
