Legislation

Social welfare work is regulated by various acts and decrees. Talentia is involved in the development of this legislation. According to Talentia, the most acute needs to be met are the improvement of the service capability of social service offices, providing early support to children and families with children, ensuring the adequacy and quality of out-patient and foster care services in child welfare, and developing social services available for older people.

Act on Qualification Requirements of Social Welfare Professionals (272/2005)
The Qualification Requirements Act and Decree (608/2005) define the qualification requirements for certain social welfare posts.

Social Welfare Clients Act (812/2000)
The Social Welfare Clients Act provides for the rights and obligations of the client, professional secrecy, confidentiality, the supply and provision of confidential information, the right to administrative assistance, complaints about the treatment of a client, the tasks of the social welfare ombudsman, etc.

Social Welfare Act (710/1982)
The Social Welfare Act provides that it is the responsibility of the municipality to see to the organisation of social work and social services, the provision of social assistance and social allocations, and related functions.

Act on Supervision of Private Social Services (603/1996)
The Act on Supervision of Private Social Services provides that private social services are required to comply with the same requirements as the municipal sector regarding the qualifications of staff. The Provincial State Offices and the Social Welfare Board of the municipality in whose territory the services are provided are responsible for the supervision of private social services.
